'Vice Squad' (1982) – Gary A. Sherman.

Genre stalwart Gary A. Sherman's street tough, 'Ramrod' hard, sleazily sadistic, Vice-ridden exploitation classic is still meaner than a street walkin' cheetah with a blackened heart fulla napalm! More twisted than a blood-caked Pimp Stick, 'Vice Squad' is a notoriously nasty, freak-loaded, stiletto sharp, red-lit, sewer slick sunset strip-set trawl through the hot neon stink of L.A.'s super-seamy nightlife, and in this frequently sordid milieu of mental defectives, burnt-out detectives, tripped-out teenage wastoids, skeezed out Johns, and a kaleidoscopically creepy cornucopia of black alley sleaze there's one especially psychotic skeezer who out-slimes them all, the monumentally malevolent misogynist pimp Ramrod (Wings Hauser) a diabolically deranged douche-rag that solely gets his sinister psycho-pervy kicks torturing spandex-clad chicks. Even seen today, Wing's Hauser's stomach-churningly vicious performance has a grossly unpleasant verisimilitude, and ranks alongside Joe Spinell's maniacal Frank Zito, and barmy Baird Stafford's savage, spittle-slathered psycho in 'Nightmares in a Damaged Brain', as Hauser's uncommonly vile, rigidly wretched Ramrod remains the bellicose benchmark for truly rat salad crazy B-Movie madmen!
